About Jeffrey
Jeff Bils has extensive knowledge of the issues employers and managers face, based on his professional background before he became an attorney. Bils was an editor in the local news departments of the Chicago Tribune and the Fresno Bee, and a reporter at various newspapers, including one summer at the Frankfurter Rundschau in Germany. During these years, Bils developed well-honed research, writing and interviewing skills that continue to be useful to his practice. He has management experience and also is a former business owner, having co-founded a non-emergency medical transportation company that was a Medi-Cal provider.
Bils’ experience includes counseling business owners and executives on a range of federal, state and local employment law issues, reviewing handbooks and policies, and representing employers in litigation and other disputes. He has drafted pleadings, motions, mediation briefs, position statements, discovery responses, and settlement agreements. He has appeared in court and in agency proceedings on behalf of employers.
In particular, Bils was part of a team defending employers against wage and hour class actions and California Private Attorneys General Act (PAGA) collective actions. He also investigated complaints and defended employers in actions filed with the U.S. Employment Opportunity Commission (EEOC), the California Department of Fair Employment & Housing (DFEH), the California Division of Labor Standards Enforcement (DLSE), and the National Labor Relations Board (NLRB).
While is law school, Bils was selected to participate in the First Amendment Amicus Brief Clinic taught by Professor Eugene Volokh and served as senior editor for the UCLA Law Review, as well as articles editor for the UCLA Entertainment Law Review. Bils served as a judicial extern both in United States District Court and United States Bankruptcy Court for the Central District of California.

Whether representing clients in employment or business litigation matters, Erin A. These qualities naturally translate into Owen obtaining a deep knowledge about her clients and her dedication to their welfare.
Owen’s employment litigation experience includes PAGA wage and hour litigation, wrongful termination, retaliation, whistleblower claims, breach of contract, fraud, interference with prospective business advantage, alter ego liability, sexual harassment, and workplace safety violations. She has represented clients in industries ranging from order fulfillment warehouses, security companies and restaurant chains to biomedical and wearable devices, transportation, and medical testing laboratory companies.
Her business litigation portfolio is equally varied, with such areas as securities fraud, partnership disputes, soft intellectual property disputes, fraud, conversion, unfair competition, breach of contract, negligence, negligent retention, co-employer and agency liability, various telecommunications and essential facilities issues, and officer, director and shareholder related disputes.
Owen has also provided counsel to companies facing regulatory and qui tam type issues and has experience implementing government imposed corporate integrity agreements, reporting to monitors from the Office of Inspector General and writing corporate policies specifically responsive to government regulations. She has experience working with businesses at various stages of the lifecycle allowing her to anticipate issues that are unique to early, middle and late stage enterprises.

From pre-suit investigation to successful case resolution, Julia A. Luster vigorously represents clients in all stages of litigation. Julia advises and defends California employers against class actions and single plaintiff claims in federal and state courts. Julia also represents clients before administrative agencies, including the U.S. Equal Employment Opportunity Commission (EEOC), Department of Fair Employment and Housing (DFEH), and the Division of Labor Standards Enforcement (DLSE).
Julia has extensive litigation experience, including early case resolution, pleadings, discovery, motion practice, settlement, and appeals. In the class action context, Julia has experience with class certification, motions for summary judgment, and Daubert motions. Recently, Julia briefed, argued, and won an appeal in the Ninth Circuit for a Rule 23 class action.
Julia also focuses her practice on providing advice to clients regarding employee rights and benefits, such as wage and hour, meal and rest periods, and a variety of other statutorily-mandated employee protections.
Prior to joining CDF, Julia practiced in ERISA litigation and employee benefits law at an AmLaw 100 law firm. She also practiced in consumer class actions at a boutique litigation firm with offices in the East Bay and New York City, where she gained experience with the Class Action Fairness Act (CAFA) and California’s Unfair Competition Laws.

About Christopher
Christopher M. Robertson focuses his practice on counseling and representing management on a variety of labor and employment issues under California and federal law.
Robertson defends employers in class action lawsuits arising in state and federal courts involving alleged violations of California wage and hour law and the Fair Labor Standards Act (FLSA). He assists clients in formulating successful strategies for opposing class certification, coordinating duplicative cases, and resolving purported class action litigation. Robertson has defeated class certification in cases involving exempt and nonexempt employees.
Robertson also defends clients in individual employment claims. He has won defense verdicts on behalf of employers in the hospitality, aerospace, and financial services industry in jury trials involving allegations of employment discrimination. Robertson has also prevailed on summary judgment in cases involving claims of discrimination and defamation brought against employers and individual executives.
He has also represented both plaintiffs and defendants in trade secrets litigation. He regularly provides pre-litigation counseling and advice to employers on the full range of workplace legal issues.
