About Celia
Celia Guzman regularly represents employers in single-plaintiff employment litigation and PAGA representative actions, as well as in pre-litigation negotiations, mediations, and arbitrations. She also defends clients before administrative agencies, including the California Civil Rights Department, the Department of Labor, the Labor Commissioner, and the Equal Employment Opportunity Commission.
Celia also advises private and public entities on disability access laws, including compliance with the Americans with Disabilities Act (ADA), the Unruh Act, the California Disabled Persons Act, the Fair Housing Act, ADA Accessibility Guidelines (ADAAG), and California’s Title 24 building regulations.
Additionally, Celia has experience defending unfair labor practice charges before the National Labor Relation Board, advising and counseling negotiating union contracts, resolving grievances and handling arbitrations under collective bargaining agreements.
Celia also provides day-to-day advice and counsel to employers on a wide range of workplace issues, including employee discipline and discharge, policy development, and handbook compliance. Given that she is a native Spanish speaker, Celia regularly conducts investigations in Spanish and delivers trainings, such as Respect in the Workplace (anti-harassment) trainings, to Spanish-speaking employees.
